Oracle provides built in DBMS packages. Oracle DBMS packages can be used in the creation of Oracle applications.

During the installation of Oracle, several  built-in DBMS packages are included in order to extend Oracle's core functionality.  These packages are referred to as built-in packages. The built-in packages are installed by the scripts catproc.sql and catalog.sql located in the directory $ORACLE_HOME/rdbms/admin.

If Oracle Universal Installer is used to install the database (Oracle's recommended method), the installer will run the built-in scripts automatically. These scripts call many other individual scripts that refer to each package that is being created in the database.
