oerr utility shows this for the TNS-00510 error:

Internal limit restriction exceeded
Cause Too many files or
sockets open simultaneously or some other resource has been depleted
.
Action For further details, trace the
operation for protocol details.
As we see, the AXP Error: 28 No space left
on device is a clue, probably a shortage of “swap” disk.
