Sun attempts pay-per-citizen licensing approach
April 9, 2004

Sun is looking to charge governments a licensing fee to all Citizens who use Java to receive Government software:
"A government looking to provide e-mail or a Web application to its citizens would pay around 40 cents per citizen in a country classified as "least developed." In a "more developed" country like the U.S., pricing would be closer to $5 per citizen, said Steve Borcich, executive director for Java Enterprise Systems and security marketing at Sun."
In the USA with 300 million citizens and approximately 100 million e-mail addresses, the pay-per-citizen approach could line Suns pockets with a half a billion dollars.

"Any citizen of the licensed country would have the right to install the Java Desktop System, which includes StarOffice applications and a Linux operating system."

Regarding license compliance and software piracy, Sun makes an incredible statement:

"But if someone wants to pirate software, we would rather they pirate ours, and Java in general, than some other competing technology."
