Oracle professionals have long been concerned that "off shoring"
might spell the death of the USA technology industry:
"The eight-month study released Wednesday by the Government
Accountability Office was hampered by a lack of specific government
statistics on off shoring, also known as outsourcing. The dearth of
good data made it difficult for researchers to draw hard conclusions
and led some to cast some doubt on private-sector studies warning
that off shoring could cause the loss of as many as 3.3 million U.S.
jobs by 2015."
Offshoring to India has fallen, indicating a more at-home approach
to mission-critical databases. Also, other countries lead India in
offshore IT work:
"Imports of computer and data processing services from India have
exploded, rising from $8 million in 1997 to a high of $133 million
in 2000 before dropping down to $76 million in 2002. But India still
ranks just eighth among countries from which the United States
imported business, professional and technical services in 2002,
behind leader Canada, the United Kingdom, Japan, Germany, France,
Mexico and the Netherlands."
